


The Imo State Internal Revenue Service (IIRS) on Saturday, June 6, 2026, conducted an intensive practical training programme for newly recruited One Community One Revenue Agent (OCORA) personnel at its headquarters in Owerri.
Speaking on behalf of the Executive Chairman, Justice R. Okoye, Mr. Ugo reiterated the purpose of the OCORA initiative, noting that it is aimed at expanding the state’s tax net by bringing informal sector businesses that are not currently captured in the tax system into the formal revenue framework.
He explained the three categories of agents under the scheme Super Agents, Sub Agents, and Stand-Alone Agents he also outlined their respective duties and responsibilities. He emphasized that each agent is expected to operate within their community of residence, leveraging existing relationships and trust to facilitate effective taxpayer enumeration and revenue collection.
Mr. Ugo also highlighted the principles of fairness and equity in taxation, stressing the need for agents to apply these principles when assessing and categorizing taxpayers. He encouraged participants to uphold the highest standards of professionalism, integrity, and accountability in the discharge of their duties. While acknowledging that the initiative is a new innovation that may present initial challenges, he assured the agents that adequate support and problem-resolution mechanisms have been put in place to ensure smooth implementation.
The Head of ICT, IIRS, Mr. Emmanuel, trained participants on the technological aspects of the programme. He demonstrated the process of creating and managing individual wallet accounts, designed to promote efficiency, transparency, and accountability in revenue collection.
Mr. Chimezie Agbakwuru the Head of Debt Management and Enforcement, educated the agents on lawful and professional enforcement procedures. He urged them to maintain civility, respect, and professionalism in all engagements with taxpayers and members of the public.
The training concluded with the formal onboarding of all newly recruited OCORA agents, marking the commencement of their roles in supporting the state’s drive toward improved revenue generation and broader taxpayer inclusion.
